This paper argues that the regulations and incentives neccessary to make CCS commercially viable by 2020 are: (1) adaptation of regulations that allows and regulate CO2 capture and storage, (2) incentives to ensure demonstration projects are established by 2015, and (3) market regulations to establish a market for CCS from 2020.
