“The government has made a decision to exclude the Angarsk plant form the list of closed enterprises, for the creation of an international centre for uranium enrichment,” Kiriyenko told journalists. He said it would operate under IAEA supervision. Kiriyenko reminded that it was Vladimir Putin’s idea to establish such centres to give third countries access to the peaceful nuclear energy without violation of non-proliferation regulations.
