BRUSSELS – On November 3rd, the Dutch parliament adopted a resolution of the Dutch Green Party requesting the Dutch government to push at an EU level for a CO2 Emission Performance Standard (EPS) for power plants at a maximum of 350 g/kWh, as well as to prepare the implementation of such an EPS in the Netherlands.

It remains to be seen whether the Dutch government is being asked to implement an EPS in the Netherlands alone independently of EU legislation or only if an EU-wide EPS is introduced.

Further, although the resolution does not represent a compulsory call to action, it requires the government to offer an explanation if it decides not to act upon the resolution posed by the parliament.

The successful adoption of this resolution by the Dutch parliament can be partly attributed to the continuous efforts of Natuur en Milieu and serves as an example to other member states.
