Regulatory Assistance Project publish summary of EPS across US

The Regulatory Assistance Project (RAP) research staff have prepared an informative and up-to-date summary of Emissions Performance Standards (EPS) that have been adopted by various states in the United States, entitled “Emission Performance Standards in Selected States”.

An EPS establishes a maximum level of carbon dioxide (CO2) emissions, or CO2 equivalent, per unit of output from an electricity-generating power plant.

RAP has published a comparative summary of key EPS components, rather than offering an evaluation of the relative merits of the alternative policies discussed in the summary. Each of the US state summaries includes links to applicable laws and rules. 

The Regulatory Assistance Project is a global, non-profit team of veteran utility regulators who focus on the long-term economic and environmental sustainability of the power and natural gas sectors, providing technical and policy assistance to government officials on a range of energy and environmental issues.
