Yury is a graduate of the Faculty of Psychology and Pedagogy of Murmansk State Pedagogical University. He has worked at Russian Bellona for more than 15 years in various positions. From 2020 to February 2022, headed the Bellona office in Murmansk.

He was engaged in the implementation of renewable energy sources, the popularization of electric transport and the development of charging infrastructure. The organizer of numerous educational, scientific and specialized events. He has experience in teaching, project and team management, finance and analytical research. Author and co-author of several reports and publications by "Bellona" on renewable energy and electromobility.

After February 24, 2022, he moved to Vilnius, where he manages a new office and works on the Bellona Arctic Project.
