The legislative package includes:  
•    A revision of the directive on the European Union Emissions Trading Scheme (EU ETS)
•    A new directive on geological storage of CO₂
•    A new decision on effort-sharing between Member States for emission reduction targets in sectors not covered by the ETS
•    A new directive with national targets for increasing the share of renewable energy
•    A new directive reducing CO₂ emissions from cars
•    A revision of the regulation on fuel quality to reducing emissions from car fuels

For many of these legislative acts, crucial details remain to be decided through so-called comitology procedures by the European Commission with the assistance of representatives of the Member States. One of these decisions concerns the detailed procedures and criteria for allocating 300 million EU emission allowances to large-scale demonstration projects of CO₂ capture and storage and innovative renewable energy projects. This set-aside was a key success for Bellona in the EU climate and energy package.
