In November 2012, draconian laws governing NGOs in Russia came into effect. Those that receive money from abroad and are engaged in vaguley defined “political activity” were directed to register as “foreign agents” with Russia’s Justice Ministry. They law, which is largely meant to quash dissent, is rife with legal problems and applied as political retribution. This section discusses the difficulties experienced by Russian civil society organizations operating under this law.
