The statement emphasises the need for action from the “top” to complement the efforts taken to date by the private sector to reduce CO2 emissions. The core message is that the introduction of effective and much-needed regulation has to be the main drive behind a drastic but necessary cut in CO2 emissions and subsequent tackling of climate change.
“We ask the cabinet to urgently adopt necessary measures that will allow the Netherlands to attain climate targets by 2020. As of now, we are still not on course to achieve our goals,” reads the press announcement.
The statement calls for a carbon neutral power sector by 2025 through the compulsory use of CCS in new coal-fired plants, thus putting an end to unabated coal plants. Further, the statement encourages widespread co-firing of biomass for the production of carbon negative energy.
“An Emission Performance Standard (EPS) needs to be phased in towards 2025 to apply to both new and existing coal and gas-fired power plants in Europe. This will supply the regulatory certainty for large-scale investment by the private sector in technologies like CCS whilst ensuring that CO2 emission reduction targets can be feasibly met. The current EU emissions-trading scheme is grossly insufficient,” says Eivind Hoff from Bellona.
The statement also urges for an economy based at least on 20 percent renewable energy by 2020 as well as for the implementation of strict energy efficiency measures by the same deadline.
