A graduate of the National Research University of Information Technologies, Mechanics and Optics in St. Petersburg (formerly, Leningrad Institute for Fine Mechanics and Optics), Vdovin worked at various enterprises of the Soviet defence and oil and gas industries. In 1990, Vdovin was elected to the City Council of St. Petersburg, where he chaired the Commission for the Freedom of Speech and Mass Media. Vdovin is a member of the International Historical-Enlightenment, Human Rights, and Humanitarian Society “Memorial,” deputy chairman of the human rights NGO Citizens’ Watch, and a member of the St. Petersburg Council for Human Rights.
